Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This is point dataset which contains an FCC application number or registration number has been derived directly from the FCC, which is reviewed on an annual basis. Data that is not based upon FCC data is derived from applications submitted to Spotsylvania County for lease agreements, site plans, special use permits and building permits. The points are input into the GIS database via the latitude and longitude coordinates found in the FCC documentation. Coordinates were converted from a Degrees, Minutes, Seconds format to Decimal Degree format and height information was converted from meters to feet using ArcGIS tools within the ESRI ArcMAP platform. Coordinates in Virginia State Plane North are calculated using ArcGIS tools. </SPAN></P><P><SPAN>This dataset was created in 2001 based upon data provided to the Spotsylvania County Planning Department by a vendor hired to perform a tower inventory for Spotsylvania County. The dataset was orginially created in an AutoCAD v.14 dwg format, converted to ArcMap (9.1) shapefile in 2007. Since that time, the Spotsylvania County GIS Office has updated driveways from aerial photographs, plats and site plans. Between 1998 and 2010, this data was maintained as two lines or polylines representing the edges of the driveway from edge of the road to the building. The development of road networks and geocoding required driveway to connect to the road centerline instead of the edge of pavement and to facilitate this change, a new feature class (driveway_cl) was created in 2009. From 2009 to 2013 , two datasets were maintained as the driveways were migrated from edge of pavement to the centerline. During the upgrade from ArcMap verison 9.3.1 to ArcGIS version 10.1, both datasets were combined into the present feature class as polyline feature class from edge of pavement to the structure. In 2016, this dataset was updated to ArcGIS version 10.3.1, to ArcGIS version 10.6 in 2018 and to ArcGIS version 10.7.1 in 2019. This dataset is updated on a weekly basis.</SPAN></P><P><SPAN /></P></DIV></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>Spearheaded by the Virginia Department of Transportation, the 'Rural Rustic Road' initiative aims to both impove and conserve Virginia's rural and rustic roads by adding pavement to specific rural, minimally-used and unpaved roads, while also preserving surrounding vegetation and other features that preserve the road's rural and aesthetically-pleasing qualities. This program became effective on July 1, 2003, under sections 33.1-70.1 of the Code of Virginia, and is periodically updated by the Local Assistance Division to reflect legislative ammendments to the list of roads. All roads designated as, 'Rural Rustic Roads' have a speed limit of 35 miles per hour, and as of the 2008 session of the Virginia General Assembly, all roads can have a maximum of 1,500 vehicles per day of traffic. It is also mandatory that pavement of each road be of the same alignment as the preceding impervious gravel road, and that necessary measures be taken to assure proper stormwater drainage when paving each road. </SPAN></P></DIV></DIV></DIV>

In 2013 this feature was converted to a polygon feature during an upgrade from to ArcGIS 10.1. Between 1998 and 2013, new buildings were often represented as a generic square polygon feature placed stragetically on the parcels, however the buildings have been updated to the correct location and shape to the greatest extent possible. Description: <DIV STYLE="text-align:Left;"><DIV><P><SPAN>The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The TIGER/Line shapefiles include both incorporated places (legal entities) and census designated places or CDPs (statistical entities). An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD), which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state, but may extend across county and county subdivision boundaries. An incorporated place usually is a city, town, village, or borough, but can have other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name, but are not legally incorporated under the laws of the state in which they are located. The boundaries for CDPs often are defined in partnership with state, local, and/or tribal officials and usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population. The boundaries of most incorporated places in this shapefile are as of January 1, 2015, as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The boundaries of all CDPs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2010 Census.</SPAN></P></DIV></DIV>

The Land Use chapter is a guide for future land use decisions within the County following these general objectives:</SPAN></P><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Plan for the orderly development of the County </SPAN></P><UL><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Promote a diverse and vibrant economic base</SPAN></P></LI><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Maximize the use of existing infrastructure and public facilities to ensure the most efficient operation of facilities and the provision of services</SPAN></P></LI><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Accommodate projected residential growth in a manner that is fiscally responsible</SPAN></P></LI><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Strive for safe and affordable housing for people of all ages</SPAN></P></LI><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Ensure land use policies recognize and accommodate anticipated population increases</SPAN></P></LI><LI><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Encourage a community service sector and a commercial base that meets the needs of the citizens and businesses in Spotsylvania County</SPAN></P></LI></UL><P STYLE="text-align:Justify;font-style:italic;"><SPAN>The element describes land use categories and policies that provide a framework to guide physical development and land use changes in the County. The Future Land Use Map (MAP 1) depicts future land development patterns that are intended promote, preserve, and protect the health, safety, and general welfare of the citizens. The Map is not intended to be parcel specific, but rather provides a flexible guide for the County’s desired future development patterns.</SPAN></P><P STYLE="text-align:Justify;font-style:italic;"><SPAN>Land use designations on the Future Land Use Map do not change a parcel’s zoning classification, nor do they impact continuation of existing legal land uses or other uses permitted by existing zoning. Indeed, new development that is in accordance with the Future Land Use Map should ensure appropriate siting and transitions to existing development that may differ from the identified land use on the Map in order to minimize negative impacts on existing development. Additionally, it should be noted that different densities and intensities of development are appropriate within each of the land use categories. Each application should be evaluated within the context of its surrounding existing and proposed development, as well as the timing of the infrastructure necessary to support the development.</SPAN></P><P><SPAN>Land use decisions should be consistent with the Future Land Use Map. The Future Land Use Map may be amended pursuant to the Code of Virginia §15.2-2.2229.</SPAN></P></DIV></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>A precinct is generally the smallest level of geography established for purposes of conducting elections. Each precinct has a specific location known as a polling place where its residents vote in elections. Precincts were initially approved by the Spotsylvania County Board of Supervisors on May 24, 2011 and precleared by the U.S. Department of Justice on July 22, 2011. Changes to the polling places within the Chancellor and Courthouse Precincts were approved by the Spotsylvania County Board of Supervisors on July 10, 2012 and precleared by the U.S. Department of Justice on August 07, 2012. A change to the polling place in the Brents Mill Precincts was approved by the Spotsylvania County Board of Supervisors on February 12, 2016 and approved by the Virginia State Board of Elections. State and Federal regulations state that if no suitable location for a polling place can be located within the precinct, a suitable location may be chosen outside of the precinct as long as it within one mile of the boundary of the precinct. </SPAN></P></DIV></DIV></DIV>

The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. After each decennial census, the Census Bureau delineates urban areas that represent densely developed territory, encompassing residential, commercial, and other nonresidential urban land uses. In general, this territory consists of areas of high population density and urban land use resulting in a representation of the "urban footprint." Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>A polling place or polling location is where voters cast their ballots in elections. The relationship between voting precincts and polling places is maintained in the PrecinctPollingPlace table and this table should be used to manage the unique occurence of polling places to precincts; as well as occurences that require many voting precincts to be related to a single polling place. Polling places were initially approved by the Spotsylvania County Board of Supervisors on May 24, 2011 and precleared by the U.S. Department of Justice on July 22, 2011. The Chancellor and Courthouse Polling Places were relocated from the Chancellor Community Center to Chancellor Elementary School and from Fire and Rescue Station 1-Courthouse to the Public Safety Building by the Spotsylvania County Board of Supervisors on July 10, 2012 and precleared by the U.S. Department of Justice on August 07, 2012. The Brents Mill Polling Place was relocated from the Harrison Road Community Center to the Knight of Pythias Building on February 12, 2016 and approved by the Virginia State Board of Elections. State and Federal regulations state that if no suitable location for a polling place can be located within the precinct, a suitable location may be chosen outside of the precinct as long as it within one mile of the boundary of the precinct. </SPAN></P></DIV></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This boundary is a generalized boundary and its origins have been traced back to mylars and tax maps Spotsylvania County obtained from the Virginia Department of Taxation in the early 1970's. The southern boundary is the centerline of the North Anna River which is now underwater at Lake Anna. The eastern border along the Caroline County was surveyed and recorded in DB 363 Pages 365 - 369 on April 29, 1975. The western border along Orange County was created through research and discerned as the western most edge of the parcels. This border was approved by a Judge March 15, 2021</SPAN></P></DIV></DIV></DIV>
