Description: This dataset was originally digitized from aerial photography by MSAG Data Consultants, Inc. in the late 1990's for Eagle Locator Mapping Dispatch software in the E-911 center and MSAG Books for Fire Rescue and Emergency Management and Sheriff Departments Personnel. Since that time, the Spotsylvania County GIS Office has updated driveways from aerial photographs, plats and site plans. Between 1998 and 2010, this data was maintained as two lines or polylines representing the edges of the driveway from edge of the road to the building. The development of road networks and geocoding required driveway to connect to the road centerline instead of the edge of pavement and to facilitate this change, a new feature class (driveway_cl) was created in 2009. From 2009 to 2013 , two datasets were maintained as the driveways were migrated from edge of pavement to the centerline. During the upgrade from ArcMap verison 9.3.1 to ArcGIS version 10.1, both datasets were combined into the present feature class as polyline feature class from edge of pavement to the structure. In 2016, this dataset was updated to ArcGIS version 10.3.1, to ArcGIS version 10.6 in 2018 and to ArcGIS version 10.7.1 in 2019. This dataset is updated on a weekly basis.

Description: The shape and orientation of the ground floor of all structures in the county. This information is typically compiled from approved plat submissions but may also utilize orthoimagery or other aerial photography sources. This representation of the building footprints support the local government basemaps. It also serves as a source for public works, public safety, planning and other agencies that are responsible for the active management of site addresses, facilities, and land use information. This dataset was maintained as an AutoCAD v.14 dwg file from 1998 to 2006 when it was converted to an ArcGIS (9.1) polyline feature. In 2013 this feature was converted to a polygon feature during an upgrade from to ArcGIS 10.1. Between 1998 and 2013, new buildings were often represented as a generic square polygon feature placed stragetically on the parcels, however the buildings have been updated to the correct location and shape to the greatest extent possible. This dataset is currently being maintained in ArcGIS version 10.7.1 as of October, 2019. Description: Comprehensive Plan and Future Land Use Map adopted by the Spotsylvania County Board of Supervisors on November 14, 2013. The Future Land Use Element/ Map is described in the Comprehensive Plan as follows:The purpose of the Land Use chapter is to encourage the appropriate use of land, water, and other resources within the County, consistent with the interests of the citizens of Spotsylvania County. The Land Use chapter is a guide for future land use decisions within the County following these general objectives:Plan for the orderly development of the County Promote a diverse and vibrant economic baseMaximize the use of existing infrastructure and public facilities to ensure the most efficient operation of facilities and the provision of servicesAccommodate projected residential growth in a manner that is fiscally responsibleStrive for safe and affordable housing for people of all agesEnsure land use policies recognize and accommodate anticipated population increasesEncourage a community service sector and a commercial base that meets the needs of the citizens and businesses in Spotsylvania CountyThe element describes land use categories and policies that provide a framework to guide physical development and land use changes in the County. The Future Land Use Map (MAP 1) depicts future land development patterns that are intended promote, preserve, and protect the health, safety, and general welfare of the citizens. The Map is not intended to be parcel specific, but rather provides a flexible guide for the County’s desired future development patterns.Land use designations on the Future Land Use Map do not change a parcel’s zoning classification, nor do they impact continuation of existing legal land uses or other uses permitted by existing zoning. Indeed, new development that is in accordance with the Future Land Use Map should ensure appropriate siting and transitions to existing development that may differ from the identified land use on the Map in order to minimize negative impacts on existing development. Additionally, it should be noted that different densities and intensities of development are appropriate within each of the land use categories. Each application should be evaluated within the context of its surrounding existing and proposed development, as well as the timing of the infrastructure necessary to support the development.Land use decisions should be consistent with the Future Land Use Map. The Future Land Use Map may be amended pursuant to the Code of Virginia §15.2-2.2229.

Description: This is point dataset which contains an FCC application number or registration number has been derived directly from the FCC, which is reviewed on an annual basis. Data that is not based upon FCC data is derived from applications submitted to Spotsylvania County for lease agreements, site plans, special use permits and building permits. The points are input into the GIS database via the latitude and longitude coordinates found in the FCC documentation. Coordinates were converted from a Degrees, Minutes, Seconds format to Decimal Degree format and height information was converted from meters to feet using ArcGIS tools within the ESRI ArcMAP platform. Coordinates in Virginia State Plane North are calculated using ArcGIS tools. This dataset was created in 2001 based upon data provided to the Spotsylvania County Planning Department by a vendor hired to perform a tower inventory for Spotsylvania County. The dataset was orginially created in an AutoCAD v.14 dwg format, converted to ArcMap (9.1) shapefile in 2007. In 2013 this feature as upgraded to an ArcGIS (10.1) point feature, and in 2016 this featue was upgraded to a 10.3.1 point feature. 11/07/19 - This dataset is being maintained in ArcGIS 10.7.1.

Description: This dataset was orginially created in AutoCAD version 14 between 2002 and 2005 with assistance from the various superintendents of early, middle and high school education from the Spotsylvania County School Board office. Modifications and adjustments were made as they reported to us by Dr. Scott Worner from 2007 - 2012. In June of 2014, we received a series of polyline shapefile data with show the various school boundary districts by roads. Our revisions are based upon that road, house location and how it accesses the road. Generally property lines are not official boundaries, however they in some cases they were used as guides to help draw the polygons neatly between two districts. Last reviewed in 06/2019.

Description: The 118th Congressional Districts dataset reflects boundaries from January 04, 2023 from the United States Census Bureau (USCB), and the attributes are updated every Sunday from the United States House of Representatives and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Congressional districts are the 435 areas from which people are elected to the U.S. House of Representatives. This dataset also includes 9 geographies for non-voting at large delegate districts, resident commissioner districts, and congressional districts that are not defined. After the apportionment of congressional seats among the states based on census population counts, each state is responsible for establishing congressional districts for the purpose of electing representatives. Each congressional district is to be as equal in population to all other congressional districts in a state as practicable. The 118th Congress is seated from January 3, 2023 through January 3, 2025. In Connecticut, Illinois, and New Hampshire, the Redistricting Data Program (RDP) participant did not define the CDs to cover all of the state or state equivalent area. In these areas with no CDs defined, the code "ZZ" has been assigned, which is treated as a single CD for purposes of data presentation. The TIGER/Line shapefiles for the District of Columbia, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands) each contain a single record for the non-voting delegate district in these areas. The boundaries of all other congressional districts reflect information provided to the Census Bureau by the states by August 31, 2022.

Description: This boundary is a generalized boundary and its origins have been traced back to mylars and tax maps Spotsylvania County obtained from the Virginia Department of Taxation in the early 1970's. The southern boundary is the centerline of the North Anna River which is now underwater at Lake Anna. The eastern border along the Caroline County was surveyed and recorded in DB 363 Pages 365 - 369 on April 29, 1975. The western border along Orange County was created through research and discerned as the western most edge of the parcels. This border was approved by a Judge March 15, 2021

Description: 07/24/15 - This dataset was originally digitized as several AutoCAD layers from aerial photography obtained from MSAG Data Consultants, Inc. in the late 1990's for Eagle Locator Mapping Dispatch software in the 911 Dispatch Center and MSAG Books for FREM and Sheriff Personnel. In 2006 during a data migration from an AutoCAD layer to ArcGIS feature dataset, the various layers were migrated into one dataset, but some of the attribution was lost. We are currently using new dataset extracted by the Sanborn Company in 2014 as part of Spotsylvania County's contract with Virginia Geographic Information Network(VGIN) for new hydrologic features to update this dataset. Attribution is being updated based upon information provided from U.S.Fish and Wildlife Services, National Wetland Inventory Wetlands dataset and approved site plans for new development in Spotsylvania County.

Description: Blocks (Census Blocks) are statistical areas bounded by visible features, such as streets, roads, streams, and railroad tracks, and by nonvisible boundaries, such as selected property lines and city, township, school district, and county limits and short line-of-sight extensions of streets and roads. Generally, census blocks are small in area; for example, a block in a city bounded on all sides by streets. Census blocks in suburban and rural areas may be large, irregular, and bounded by a variety of features, such as roads, streams, and transmission lines. In remote areas, census blocks may encompass hundreds of square miles. Census blocks cover the entire territory of the United States, Puerto Rico, and the Island Areas. Census blocks nest within all other tabulated census geographic entities and are the basis for all tabulated data.
